INTRODUCTION
The Malaysian Skills certification is a continuation of the National Trade Certification established in 1973 by NITTCB (now known as the DSD) and restructured in 1993 with the introduction of five (5) certification levels.
- Malaysian Skills Certificate (MSC) Level 1
- Malaysian Skills Certificate (MSC) Level 2
- Malaysian Skills Certificate (MSC) Level 3
- Malaysian Skills Certificate (MSC) Level 4
- Malaysian Skills Certificate (MSC) Level 5
The Malaysian Skills Certification is implemented based on NOSS whereby every candidate is apprised and certified as having fulfilled NOSS requirements before being awarded the Malaysian Skills Certificate.

The Malaysian Skills Certificate can be obtained through three (3) method;
Training in recognised institutes
Through skills training programmes in DSD accredited for specific areas & skills levels.
Industrial Oriented Training
Trough apprenticeship carried out between industry and skills training institutes, such as NDTS programmes and HRDF apprenticeship.
Recognition of Prior Achievement (RPA)
Obtaining the Malaysian Skills Certificate prior experience (work and Training) without the need to take any test. The candidates must submit evidence of competency for assessment.

REQUIREMENTS FOR MALAYSIAN SKILLS CERTIFICATION
To qualify for the Malaysian Skills Certification programme in recognised training institutes, candidates must meet the following requirements;
- Able to speak and write in Malay or English;
- Possess a lower level MSC to applyfor a higher level MSC in the same field;
- Fulfil additional requirements, as specified by the relevant NOSS, if any; AND
- Other requirements specified by an accredited centre.
MALAYSIAN SKILLS CERTIFICATION ACCEREDITED CENTRES
An accredited centre is a skills training provider, be it a training institute or work place approved by DSD to conduct skills training and offer Malaysian Skills Certification in specific areas and skill levels based on NOSS.
There are five (5) categories of candidates centres:
- Public accredited centre
- Private accredited centre
- Industry accredited centre
- Association accredited centre
- Non-destructive test accredited centre.
